EX-KCCA Director Dorothy Kisaka Detained

The former senior officials of the Kampala Capital City Authority (KCCA), including Dorothy Kisaka (the former Executive Director), Eng. David Luyimbazi (the former Deputy Executive Director), and Dr. Daniel Okello (the former Director for Public Health), were called in for questioning, unaware of the events that would unfold.

The trio showed up punctually and were greeted with diplomatic courtesy by the officers on arrival at the Criminal Investigations Directorate (CID), headquarters, at Kibuli, a Kampala suburb.

However, the situation took a gloomy turn by the conclusion of the interrogation, as the CID opted to hold them in custody while awaiting court proceedings.

The trio was subsequently placed in custody at separate police stations, where they will be spending the night in holding cells.

Kisaka was detained at Kira division, while the other two individuals were taken to Nateete Police Station.

Their arrest follows President Yoweri Museveni’s order for the CID to investigate them regarding the Kiteezi landfill disaster, which resulted in the tragic loss of 35 lives and significant property damage.

The incident left many individuals homeless as their residences were destroyed and buried under mounds of waste.

Reports indicate that 28 individuals remain unaccounted for.

The three were dismissed after the Inspector General of Government (IGG) released a report linking the disaster to the negligence of the KCCA technical team, which was under Kisaka’s leadership at the time.

The Uganda Police Force (UPF) spokesperson, Rusoke Kituuma said arising from the ongoing prosecution-led investigation, the three former officials of KCCA have been detained and will be arraigned before courts of law.

“The above have appeared at the CID headquarters today, October 16, 2024 and engaged with our team. Arising from the ongoing prosecution-led investigation, the three former officials of KCCA have been detained and will be arraigned before courts of law,” he noted.
